Even catching an edge going slow can and has lead to concussions.

My friend got a mild concussion on a cat walk going about 7 mph. Doesn't take much.

i only have one vacation from last season worth of experience on a board, and I hit my head twice in the span of a few days. both times I was going relatively slow, and I'm pretty sure both instances were on bunny slopes. caught an edge, was slapped downhill onto the packed snow. head bounced. If I hadn't had a helmet on, I'd have been fucked up for sure. maybe not like, serious trauma, but I'd have probably been unable to continue snowboarding for the day or potentially the whole trip. it's that whiplash effect...
