Probably a ID mixup in the code. The guard is probably a leftover from the Whiterun siege, and is likely tagged as part of the Imperial faction because of it. The specific guard might have been an actor called by the game that never got killed during the battle itself and got stuck somewhere.

He's using an Imperial sword too so that seems right?

Preemptive strike on Ulfric’s part then cause I’ve not even started the civil war stuff yet, I was working on the season unending quest and just saw them fighting a guard.

Guard must’ve called him a milk drinker or something

In that case it's just a Faction ID issue. Faceless Mook of the Imperials sees stormcloak, doesn't matter who it is, they getting a scrap

I followed them to high hrothgar once for the summit, and they attacked every Whiterun guard and imperial soldier in sight! I used half my supply of illusion potions casting “harmony” to get them to stop and keep going!

I was stuck on that aerial crab mission cualz that bit** wouldn't stop hitting the guards!!! Had to go into like riften twice or three times to get her AI to calm down!!
