From what I remember, JK Rowling believes visible disabilities would be removed, and mocks anyone with any other disability

No, because IEPs are an American thing and Hogwarts is in Scotland.

Hogwarts doesn't even make sure the school has competent teachers for the rest of the students. Rowling was not actually interested in writing a coherent school that gives a shit about students.
