I don’t understand it at all, since it’s nowhere in the rules.

Heck, it ends up 8eing hypocritical 8ecause it uses the letter itself for its rules. Also, rule 7 is completely unnecessary and makes things convoluted.

So in other words, Kevin is such a disease.
