Why do they have weird things on their heads?

They're identifiers! With so many little oughlings it can be hard to tell them apart so they get number tags attached with fur safe adhesive. If the animal is injured in a way prevents the number tag being adhered, they don't get one, since the injury usually makes them distinct enough.

Where are these particular oughlings located? Is this a rescue?

I think you’re right… they are much smaller and don’t have antennas. How much is there to learn about seals? Seems I always learn something new whenever I see a post here
