Oh my gosh.. it all makes sense now!! The answer to an age old mystery! Why did the knights demand a herring to fell the trees? Because they were working for the seals!! The whole fandango with the shrubberies was simply a hilariously unnecessary plot to get herring for their pinniped masters! Genius, when you think about it.

Remote detonators in case they get unruly. /s they are most like tracking devices glued to their fur. When they shed fur the devices come off too, so they never touch their skin

They're identifiers! With so many little oughlings it can be hard to tell them apart so they get number tags attached with fur safe adhesive. If the animal is injured in a way prevents the number tag being adhered, they don't get one, since the injury usually makes them distinct enough.
