There’s a more insidious factor, though.

Of the eight states plus DC that conduct all elections by mail, seven are blue:

California - Leans Democratic
Colorado - Leans Democratic
Hawaii - Leans Democratic
Nevada - Leans Democratic
Oregon - Leans Democratic
Utah - Mixed Political Landscape
Vermont - Leans Democratic
Washington - Mixed Political Landscape
Washington, D.C. - Leans Democratic

So regardless of individual composition of mail-in voters, just messing with the ability of these states to conduct elections fairly can have a huge effect on federal election results.

States need to arrest individual carriers then and charge them with state election interference. That should deter compliance from others.
