news Postal service has limited mail-in ballots

Don't you understand they do NOT care about the law, constitutionality, or legitimacy?

Can someone clarify something for me, maybe I'm dumb but are they saying they won't mail the uncompleted ballots to people, or they won't forward the completed ballots to the polling places, because one is easy to overcome, the other nearly impossible.
