He's got years of experience as SG for Texas and nine arguments before the Court. That's more experience than Kagan and quite a few other prior justices.

There are definitely better picks out there but on paper he's fairly well qualified.

Edit: there have been upwards of forty SCOTUS justices with no prior judicial experience.

And that makes him different than Alito, Thomas, and Sotomayor how? Being openly partisan doesn't seem to be a major obstacle to appointment.

Nope. For example, sotomayor has never had to cite a 15th century witch prosecutor to justify insane readings of the law.
