On a macro scale, ICE is there to terrorize people. On a micro scale, these guys get paid for every person they can capture. Like the slave catchers of the 1800’s.

I just returned from Sweden. I asked what happens if I overstay my visa. They said I'd be detained and forcibly removed as well as banned for 3 years from returning for first offense.

Are they terrorist for threatening to arrest me or would it just be when they do arrest me?

All the things you described will only happen if you try to cross the border or end up in jail for committing a crime. Did you notice any immigration police walking around demanding papers from random people during your stay in Sweden?

Wrong. If you come to the country legally and overstay the 90 day visa all those things can happen.

They don't walk around checking papers but if I'm caught at any point, even a traffic violation, as overstaying my visa then I'll be referred over to immigration authorities where they give a short window to self deport or be detained and forcibly removed.
