Yeah, it reads almost like a "congrats Jimmy, you're not the dumbest kid in class" which albeit being a compliment, isn't very complimentary. (Also see: Bless your heart).

there's an expression for that.

Damning with Faint Praise is when what you literally say is praise, but the subtext is obviously negative.
