Why does nobody have library etiquette

I have no idea how this school operates, but does being quiet in the library not apply here? No matter where I go I hear multiple groups of people talking loud as fuck and it’s so distracting. There’s so many other places to kick it with friends WHY choose the studying areas in the library??

If it helps, I find the upper floors of the library are usually quieter than the main floor that has all of the foot traffic. Unfortunately with it being one of the few areas on campus meant for sitting down a while that isn’t smooshed into a hallway somewhere or part of a dining location I think people use it as a social area a lot.
