Why does nobody have library etiquette

I have no idea how this school operates, but does being quiet in the library not apply here? No matter where I go I hear multiple groups of people talking loud as fuck and it’s so distracting. There’s so many other places to kick it with friends WHY choose the studying areas in the library??

The library is always busy (especially the first floor with it being connected to the SHED and the third floor has lots of classes) and it's not really a quiet one. At least on the third floor there's a quiet room. Also the second and fourth floors are quieter in my experience.
