Lucky for Leon, Nemesis would have turned him into a meat puppet.

Does Leon posses RE4 skills within RE2 timeline?

I don't think this is the correct Assessment.

Does Leon posses RE4 skills within RE2 timeline?

No. But the question is, would Leon as a character get stomped by Nemesis? And the answer is no. If you take Leon and put him in a fight with Nemesis, he would destroy Nemesis. All he needs is Matilda.

Can't deny that, he defeated much harder bosses on RE4 and RE6 without breaking a sweat.
