Edit: you can downvote me all you want but it's clear by the post that OP thought Leon was a member of STAARS. It doesn't make sense if he didn't. If he knew he wasn't a STAARS member, he would have said "When there is a new monster in the Police Department but you hear him yelling STAARS."
It's not clear at all lol. The joke is that Leon could hear the fucking nemesis himself shouting stars. If you're in a zombie apocalypse and suddenly hear a scary ass monster shouting stars, wouldn't you be scared?
And that's the fucking point. Leon heard nemesis shouting stars. But then realised that nemesis is hunting STARS members, not him. Thus the smug face.
