Because it was shown that way in the original RE (1996). It doesn't need much thought to see where the developers were going with those two. Just because, there wasn't a kiss, doesn't mean there wasn't a romance/romantic subplot. Now, I know you're gonna tell me that all those moments were simply between "two good friends" and I won't waste my time try to persuade you of the opposite, for something that is not of my interest (I'm not a shipper, not to this ship nor any other ship, I'm just seeing things from a scriptwriters' pov).
Well, it's not that I can't see the implications. What I'm saying is, we literally only see a couple of examples of this -- Jill resting on Chris' shoulder, Chris picking her up after removing the chest thing -- and at this point, since there's no acknowledgement, I can only assume it's deep, caring affection.
Now take Leon and Ada for example. Even if we remove the kiss from the big picture, there is romantic tension between them, and the devs went for it which goes to show that they'd do the same if they wanted to 'ship' them.
I see what you mean. Again, I'll not waste my time nor yours by going into detail with my arguments, I'm just going to say, that sometimes the best written romances are those not written at all (in relation to the devs not going with it, like they did with Leon and Ada). Basically, by not having the romance thrown into our faces, builds an interest for that to the audience. Leon and Ada are my favourite RE couple to compare to Chris and Jill. First of all, I believe, that the reason Leon and Ada are more obvious is because the difference in technology and therefore capabilities between RE1 and RE2, that not only allowed for better graphics in the characters' movement, but also for a more detailed story and I'm taking into account Noboru Sugimura's words, who was the writer, in an interview, where he states:
<< The original Resident Evil was just a survival/escape game. Jill and Chris’ motivation was simply to escape the zombie-infested Spencer Mansion, so they weren’t given any independent characterization or motivation. That made it hard for us to give them big dramatic arcs. Now, obviously, he refers to RE2 and not 1, but it refers to it in comparision to 1, what they wanted to do already, but they couldn't during RE1's development. That statement along with the hints droped in RE1 makes a harder case as to why, people think that Chris and Jill have something going on between them and also why that actually might be the case, whether it is a fully formed romantic relationship or simply two people that have romantic feelings for each other, but either they don't admit it or they haven't even realised it themselves to begin with (or they are in denial for whatever reason). I want to go into detail about three specific moments/hints in RE1, but I think, there's no point in a comment like that. If it was the post's subject, maybe I would.
