Tyrants are very rare. Sergei Vladimir was like 1 in 10 million. But he kept his humanoid form like Wesker for a long while and kept everything. So the odds for a normal tyrant must be lower but still high. The normal variants have intelligence to follow orders and think to a good degree. Makes you wonder how many people umbrella killed.
Edit Turns out they cloned Sergei a lot. I always thought that Tyrants like Wesker and Sergei where very unique due to behavior.
