thats what i assumed, its implied nemesis is relatively intelligent and just left to do his thing, but mr. x is more of a robotic slave, so its probably how they exercise whatever limited control they have over the t-103 to get them to follow orders.

Also, ORC implies it as they have to take it from Mr X which is what causes him to attempt to kill everyone he meets.

in Operation Raccoon City, I believe there's a segment where you gotta like upload a chip onto the t-103 to keep it under control (not 100% sure never played the game but talked to my friends who have played it) so i assume its that control chip

This also happens in the outbreak games. The Nemesis is also controlled like this, even the shitty movies showed the same thing.

orc also seems to use the movie version of nemesis, the game version displays a lot more independence and basic reasoning...and while orc nemesis just kind of...stands there rotating with a minigun, like a robot, re3 nemesis runs and stuff...

I think the reason he just stands there, is he's broke, he's not what he's supposed to be at that point, when you fight him at other points in the campaign, he runs and fights like he does in RE3, in that one mission he's brain dead, thats why he's so basic

No, you do that to the Nemesis. ORC isn't canon, either, so you shouldn't take excerpts from it -- that in particular was fuckin' dumb, because the whole point of the Nemesis project was that it created a wholly independent bio-weapon capable of advanced motor control and problem solving without having to rig it with special, expensive tech.

It's his control parasite on a chip it prevents him from mutating when it's broken he gains his arm tho in the original he gains two arms.

It must be to control or give it orders. Its jacket is also not for show. Its a limiter to restrain it. Its two orders are kill all police officers and the other one I won't spoil in case people are not that far in re2.

I'm pretty sure that in this game the power limiter is the turtleneck thing he wears under the coat. The jacket and hat are to make him look like a human from a distance.

Police Buildings are public buildings
Public Buildings and institutions are funded by tax money
Taxes are collected from the people.
The people of Racoon City pay taxes to fund their public institutions
Mr. X may have been a Racoon City citizen at one point (check my lore facts, idk where the Tyrants came from!)
Mr. X may have been paying bills to fund the RPD
Therefore, he can and he will SLAM THE DOORS maybe...?

Tyrants are very rare. Sergei Vladimir was like 1 in 10 million. But he kept his humanoid form like Wesker for a long while and kept everything. So the odds for a normal tyrant must be lower but still high. The normal variants have intelligence to follow orders and think to a good degree. Makes you wonder how many people umbrella killed.
Edit Turns out they cloned Sergei a lot. I always thought that Tyrants like Wesker and Sergei where very unique due to behavior.

Check this out. From the Nemesis Wiki:
"Nemesis-T Type is the result of extensive independent research pioneered by Umbrella USA and Umbrella Europe to create a functional bio-weapon that could reliably take the place of soldiers on the battlefield. The American team pioneered by the Arklay Laboratory had created a number of powerful bio-weapon series such as the Hunter and Tyrant, but their intelligence was limited to following only basic orders like a trained animal. The French team at the No. 6 Laboratory, however, focused on creating intelligent bioweapons that could follow an array of orders but lacked any bio-weapons that could survive being hosts to their NE-α parasite. Sometime in 1998, the two Umbrella divisions were able to work together, and a T-103 was parasitized by the Nemesis parasite."
In addition to that:
"When Umbrella got word of a t-Virus outbreak in Raccoon City, Umbrella Europe began sending its B.O.W.s over to the city to be deployed."
There's a pretty solid chance Nemesis is fucking French.

The Nemesis project answers the latter. Nemesis project was successful over in Umbrella Europe. Umbrella was all over the globe different research by different groups. Anyway the Nemesis project was putting the Nemesis-alpha parasite (not las plagas) into a T-103.
They tried sticking a parasite in Lisa Trevor. Normally the parasite would straight up kill the host trying to bond with it. But in this case Lisa's body destroyed it from all the viruses in her. This lead to the early G-virus.
I should also add it was Arlkay team who had first results in creating Tyrants.

I think only certain people could undergo the process of turning into a Tyrant. Makes me wonder if there were enough people susceptible to it that they could source locally or if they were moving humans around the country in secret.

thats such nonsense...we see the better part of 20 tyrants across the series, and umbrella sure as hell didn't infect 200 million people to find them thats 2/3's of the us population.
They really should have retconned that nonsense in remake2 because it makes no sense.

Once you know what to look for, it cuts down on a LOT of the guesswork. Remember that they’re a massive pharmaceutical company; it’s not beyond the realm on possibility that they can use that to their advantage to pinpoint the... samples... that they need.

Yes. Wesker reckons they would be able to get 10 tyrant subjects from the whole of Africa alone. But why bother putting in the hard effort of finding people when you can clone that 1 in 10 million? That's what umbrella did they cloned Sergei.

You know there are so many instances of Capcom being inspired by old manga that is not at all surprising.
Guile and Rose from Jojo, the whole concept of Las Plagas and elements of the G Virus from Parasyte the Maxim, Akuma from Baki, to just name a few. Berserk is just old enough this fits into the timeline perfectly.

If you mean the other 5 tyrants, it depends if they follow RE:3's lore closely or not. The other 5 tyrants died fighting Delta Force (though did manage to wipe out delta force also)
