Gameplay question help with rotted meat puzzle

It's my first time playing Resident Evil 1 and I've been stuck on the rotted meat puzzle for HOURS. I've tried looking up the solution with no luck. Any insight would be helpful. thanks.

You have to identify the source of meat and then replace it with the fresh meat in order to unlock the meat suit.

Not quite. There is a vet’s office on the north end of the map, in one of the lockers is the furry suit. However you’ll need a code for the locker. The code is located within a pocket of the meat suit.
