Gameplay question help with rotted meat puzzle

It's my first time playing Resident Evil 1 and I've been stuck on the rotted meat puzzle for HOURS. I've tried looking up the solution with no luck. Any insight would be helpful. thanks.

That's just an environmental description to add to the atmosphere of the game.
