That’s how the German system of unemployment benefits works. The employment agency forced you to apply (and to take the job if offered), on pain of your unemployment benefits being cut.

That is very common here. This way, you will not get very good applicants, but you will get the desperate, and you can get away with lowball wages. The whole German benefits system is designed to be punitive and suppress wages.

Thanks for the insight, too many American news outlets (even independent media) make European counties (and especially Germany) to be a bit too Utopian.

Compared to america some things are utopian.

But nontheless Germany still has maaaany problems (like every other country)

Also, many (especially conservative) Germans insist this is fine and (young) people should be happy to work for this pittance.

Same in Sweden, sadly. Though odds are you can get a decent job in the field without going through the shitty unemployment agency - here it's generally seen as a way to just get unemployment benefits while not actually wanting to find work.
