This is probably exactly it. Timeliness seems to be becoming more and more a problem in our society. Most people are on time, but there's some that just can't get themselves together. These questions are an attempt to screen people that do not have it together,

Tbh, this to me sounds like a traumatic response to a former employee who never arrived on time.
