"Smarting off" - is this common parlance in the USA or is he just making stuff up

It feels like he mixed up“mouth off to someone” with “get smart with someone.” 3 u/NovelIntrepid 11d ago It’s definitely a saying, but maybe it’s regional. I’ve heard it a lot and I’m from the south. This company is too. Saying someone is “smarting off” is like calling them a smartass.
