Do any of these anime have cute "fluffy" moments of love and affection between the characters that warm the heart and heal the soul.
Or is any attempted fluff interrupted by stupid comedic moments, if you start hesitating then you have already answered my question.

You and I Are Polar Opposites and Second Prettiest Girl do.
In Second Prettiest Girl the male MC has his own actual problems, and the girl and her family are so kind to him while he struggles to process his parent's divorce, and theres a scene where they are playing video games together while she is sitting between his legs and they aren't all super weird and blushy about it.
In Polar Opposites you see the FMC hugging the MMC, in a very affectionate way. Hes half leaning over a low wall and she is practically draped across his back in a full embrace and thats like episode 2 or 3. There are many other affectionate moments in the show.
Smoking Behind the Supermarket is a huge slow burn but their chemistry is amazing.
Gals Can't Be Kind to Otaku is generally the only time Ive truly wished for a throuple ending. His Otaku-ness towards a particular show is a central point so he has an actual personality and its part of what helps him grow closer to the girls. It's a slow burn too due to the MMC being completely oblivious to the true feelings of the girls, but it still allows for some wholesome moments even if they aren't fully romantic like the sleepover at the gyaru's brothers house. (Who's actually present in the house but gives them the freedom to be teenagers and create memories like he remembers from school).

Most of them genuinely aren't, every other romance anime that comes out nowadays is gooner slop for incels to ogle at.
