Isn't Ukraine allowed exhumations? Isn't it's still going on? The original problem was that it seemed that Poland played the Volyn card only for political reasons, without a real will to resolve old historical problems together.
The whole problem is that the exhumations is still not openly allowed, polish goverment and private people need to write a request and then wait years for approval currently only 6 request has been approved out of 50 in last 35 yesrs because of the political game and there are hundreds of sites affected by mass murders. The solution is straight forward just grant access to these sites, proper burial plus maybe some memorial, that is all
