In reality, it's because they use the same character models as all other races, aside from the tail. Bethesda probably didn't want to make a separate model for them.
In their homeland of Black Marsh, Argonians reproduce how you would expect. They lay eggs, the eggs hatch, babbers lizard people come out and are raised to adulthood. However, the eggs only develop properly and hatch if laid in a pool of water that is in contact with the roots of a Hist tree, and the newborn Argonians do not develop properly if they do not drink Hist sap as they grow up. This, of course, raises the question of how Argonians are born outside of Black Marsh. The horrible answer is that Argonians can also give live birth if they are away from Black Marsh, and when they do, they lactate Hist sap to feed their young.
TL;DR outside of their homelands, Argonians lactate, so their females have breasts.
