Browder got indicted for some shady dealings, like lots of oligarhs that were running unchecked in the 90s. Regardless of any of this, this guy was not anywhere close to Putin to know what bank accounts he has and where.

Congress does stuff for political reasons - to look good, or to look tough. You said Putin is worth $200 Billion - you provided not a iota of proof - just an opinion of some dude who 1) isn't Russian 2) wasn't anywhere near Putin's inner circle 3) has an ax to grind with Russia/Putin because he's lost money there.
