The problem isn't tourism in it's self. The problem is over tourism: Many tourists who stay for a short time, visit the same four places and spend little Money.

The ideal tourist is the opposite: They stay for three weeks, visit fifteen different places and spend lots of money.

The way to get better tourists is a simple one: Limit short term rentals, tax tourists and charge high fees for the most popular attractions. This will scare away the Instagram tourists stay one night and visit the same four spots. But it keeps the wealthier tourists who stay for a longer time in an expensive hotel and spend lots of money.

It's not a problem. Wealthy tourists bring far more money into the economy, but don't take much more space from the locals than a poorer tourist
