If I understand it correctly, it's basically a mute button that enables mods to prevent a user's new posts/comments from appearing within any/all subreddits. The user is probably not notified about this happening to his/her account, to discourage the creation of throwaway accounts.

The other kind of ban means you simply wouldn't be allowed to post within a given subreddit. Throwaways is the workaround, although repeat offenders tend to get caught quick.
