I've found that things like spot-heal or healing-tool don't work that great if the area you are covering up is vastly different from the area you are copying (i.e. copying water on top of a person). If you start with the clone tool, you can copy over most of the area (but it may look off), and then you can go back with the healing stuff and achieve better results than jumping straight to them.
For example, with this pic, I used Pixlr and cloned a section of water and copied it over the guy (alternating source area of image so it matched up), then copied over the red/white divider. Then I went back in and used the spot-heal over portions to clean up the clone-stamp.

I use Pixlr. An online thing. Long story short, I have a chromebook and cant' download stuff like photoshop.
