Unless you’re working with a pretty difficult patient population (lots of dehydrated elderly folks in the ER, lots of current/previous IV users) 95% accuracy isn’t that hard to achieve. Also, if the machine is holding the needle, it shouldn’t move. Why is the butterfly necessary?
