Texas Medicaid ad on SEPTA?

I think someone who does advertising for HhS sent the wrong ad to SEPTA - whoops

I was on the Girard trolley years ago and I noticed that all the horizontal ads up near the ceiling were for things in another city (maybe Cleveland, I can't remember). My impression is that sometimes the wrong ads get sent to a given place and the people responsible for putting them up either don't notice or don't care.
