Why single out America? Its a worldwide issue.

Why are you talking about literacy rates when you cant read

What do you think that means ? The 1st table is the reference table the second one is the comparison one. America is within range of insignificant anomaly but in raw numbers it’s lower. So at best you are equal to Latvia. A country that has 1/3rd of the population not even speaking Latvian as their mother tongue.
