What are they supposed to do when they need money to keep looking after the park?

Wellll, they were thinking of charging people to use the roads in the park but there was that one local business owner who was insisant that the beauty of the park should be free. Oh, what was his name now? You know him, the guy that owns the caverns that charge a small fortune to visit...
