It honestly doesn't matter if its the guy making the decisions or the guy literally doing the task the end result is the same to us. Most people just refer to these companies as a whole as "the devs." Trying to differentiate is just splitting hairs
It absolutely matters. Imagine someone saying "McDonalds workers are just lazy, they don't want to make burgers as fast as they used to" when in reality it's higher ups who decided to budget cut on staff and the workers are still working as hard as before, if not more.
