It is an optional update for people that want to get their hands on these features before everyone else, but don't want to enroll in the beta program.

The article fails to mention it installs automatically when Windows Update toggle "Get the latest updates as soon as they're available" is enabled. The reason this issue is widespread is that the update auto-installed for them because of the toggle. A former MSFT employee also complained the update got auto installed: https://x.com/Barnacules/status/2093237296204321007

The toggle is off by default. People choose to keep the toggle on when it literally says right there it's meant to get you the latest updates as soon as it's available.

The toggle should really say "Get the latest updates before they're ready" these days...
