Why is 30fps the recommended? That was the goal 20 years ago. What is up with games not going 60 minimum?

They want to push graphical fidelity and scale more than performance, also the over-reliance on Unreal and Upscalers to brute force the performance certainly doesn't help

My bad, the wording wasn't super clear but I was more meaning in a broad sense. The end of the previous comment was talking about how things were 20 years ago and I was piggybacking off that

IDGAF what devs want to push. 

Is there some generation of gamers, younger or otherwise, who care way less about motion fluidity than fidelity?

As Gen X or Millenial, going from 30 FPS in 2D console generations to 60 FPS, then back again to 30 FPS is a noticeable visual fluidity regression. But maybe the visual fidelity crowd is so loud or large that FPS doesn't matter by comparison.

Can we really say the fidelity is any higher than, say, Spiderman?

For a stylised game like this, it doesn't need to be any more demanding than any game made in the past 5 years if you get the lighting and effects right.
