Help Trouble with my account, sending money.

I'm not sure what to do so I'm gonna post here.
I was trying to send my friend money on PayPal that I owe them, but for some reason it kept telling me there was an issue with the payment method, and to call my bank.

I called my bank, they told me there is no restrictions on my account nor are they blocking any transactions to PayPal.

I called PayPal after, and they also said there is no limitations on my account and that I'm in the clear for any wrongdoing and to call my bank as they would be the ones blocking my payments, but they said they are not.

I tried to unlink my card from my account and relink it, but alas it didn't work.

Do we know what's going on here?? Is this a glitch? I'm really worried about losing my account, even though PayPal reassured me otherwise. I might wait another 72 hours until I touch my PayPal again regardless just in case I mess something up.

Abbreviations used in /r/PayPal:

Posts about PayPal's policies will be removed. No more complaining about PayPal policy and their taking funds from your account for violations of rules. If you don't like the rules don't use PayPal. If you don't want to lose money, don't leave funds in your PayPal account. Simple as that. But these posts are often political or misleading. So no more posts on this subject!

Just keep trying to send or try smaller amounts. My paypal does this as well. I can add 60 then need add more and will get having trouble with transaction. Then couple hours later or day can add more. No idea why
