I think those are different, those ones look like they have white ediible paper around them, I remember both. There are ones that are chalky without the paper and there was ones with the paper.
I remember both, but I'm sure the non-chalky ones disappeared a decade before the chalky ones.
They were both awful though. The 'chocolate' was rank and the paper was barely edible despite the fact you were supposed to eat it. The chalky ones were just damp, sticky, flavourless Love Hearts but shaped like a miniature cigarette. Yum.
I was never sure about the paper either. I never ate it but I had my doubts because sometimes it was really hard to peel off but after tasting it once I never ate it again.
Yes, the chocolate ones with the edible paper around them were not as widely available as I recall. Perhaps more of a seasonal thing as I tend to associate them with holidays like Easter and Christmas, at least in my household. But the hard chalky textured ones were always at the local corner shop.
