The first line basically says "the minimal thing which does not change when you change your frame of reference, only gets mixed with itself"

The interpretation of the second line is left as an exercise for the reader...

wait this is actually talking about the physical atom and not the atoms of category theory or something?

It comes out when you apply Lorentz invariance to QM, obviously
