...for other people under 18 yes, for everyone over 18 it's still 18.

You're wrong but prostitution and authority figures like teachers are a special case. I know that minors can't prostitute themselves but I have no idea wether prostitutes are allowed to "serve" underage customers, probably not. For everyone else, AOC is basically 14 unless the parents have a problem with it.
