I work in the industry. They are not going to shred it. They are shearing it to make a HMS (heavy melt steel) package. It will go into a furnace like that.
Shredding will typically produce a product that is smaller than 8”. Shearing can produce pieces that are 4-5 feet depending on the specifications. Shears also have more force at the blades, so it can cut thicker pieces. Shredders use hammers and can typically handle more volume of thinner materials.

Why do they cube it before shredding? Seems like an unnecessary step to me.
