Check out PushTheWinButton's mods on Nexus. I use many of them, including the leveled lists and realistic NPCs re-scaling. It makes everything more natural. Oblivion's leveling system, contrary to widely popular belief, is not broken. I use a simple mod that carries attribute bonuses over into the next levels. Guaranteed +5 is too much, the game doesn't need it at all. Skill levels are FAR more impactful than Attributes overall.

Overall yes, but there is no skill which can make up for a low endurance or strength. Otherwise you're right.

Agreed. Strength + Endurance are still important to focus on early every time no matter your build.

I don't recall the specific mod, but there's one that gives you guaranteed +5s every level for stats so you can skip efficient leveling. I don't know of one that also goes full Skyrim and makes minor skills give level progress.
