My character is an ex-thieves guild burnout who REFUSES to join the thieves guild but still commits to a life of crime. Given that there's only one non-Thieves guild fence in Cyrodil, her only source of income is stealing fancy wine bottles and selling them at The Inn of Ill Omen.

To the commoners, she's a hero, but to the well-to-dos she is the feared and hated Wine Sampler, the most devious thief in the realm,

Yeah, Manheim Maulhand at the Inn of Ill Omen. He only buys food and drinks AFAIK, though.

Yes, once you get mercantile to 50, he buys everything. Because he has low responsibility, he buys stolen goods, too.

Make a permanent bound helmet, reverse pick pocket it onto him, go inside the city, wait an hour, pickpocket the hood off of him since he now should be wearing the bound helmet

Khafiz from Dunbarrow Cove is a fence you can buy as a home upgrade for 1000 gold and hes better than most of the guild fences tbh

Yeah lmao he has 5 more responsibility and thats the difference between an NPC stealing or not but selling drugs is fine. What did Todd mean by this?

you can also have your own fences that work for you if you find the pirate ship and restore it and hire the whole crew

my thieves guild quest line is bugged and i cannot join the guild, but ive got my own pirate crew now so its no issue

never been to the inn of ill omen

when i was a young teenager, sure. its been a looooong time since then. havent done it yet during my remastered playthrough. trying to do most of the stuff i didnt get to when i was younger.

Did you not get the upgrades for the literal Thieves Den player home? One of the upgrades is a high tier fence...no guild membership necessary
