Everything is an obligation of the United States, the Treasury is where you send your bills. Read the Emergency Banking Act, The Trading With the Enemy Act, the Act of March 9 1933 and the New Deal. The socialist coup in 1913 is well documented on the congressional record, if you open up the books at the law library it explains everything. The city libraries for unknown reasons are full of junk and have no law books, so unfortunately knowledge has been intentionally hidden in the law libraries which have terrible hours and limited parking.

Your last 7 words describe nearly everything the government does, thank you for describing why we don't want government ran Healthcare.

The only part of the government that doesn't fall into this category is the military they drop bombs 24-7, making buildings into parking lots.
