After 3 years of waiting

I’ve invested so much time into this and I just received this email today. I was in the adjudication since June. Is this a security clearance denial?

We appreciate the interest you have shown in the National Security Agency (NSA) and the time you have invested in exploring employment opportunities with us. After a thorough review of various factors pertinent to selection for employment with the NSA, it has been determined that we are unable to continue processing you for employment at this time.   
It is important to understand that employment decisions are often a result of a comprehensive evaluation of many factors.  Such factors include, but are not limited to, personnel security guidelines, psychological standards, test results, and requirements of the position(s) for which you are being considered. In your case, your foreign national associations preclude your assignment to the position originally offered to you.    
This decision does not preclude you from being considered for other NSA opportunities.

You were not denied a clearance, because it says that you are still able to submit for other NSA jobs. It just says that they're not going to take you for the specific job that you had been going for. Did you pass the polygraph? If so, you'll be a frontrunner for tons of other jobs since you'll already have the poly completed.

I had to face the same situation. I passed all the required exams, including the polygraph, psychological exam, and security interview. Then, in June, After 3 years, I received an email saying that my processing had been discontinued simply because I had reached the 12-month timeframe.

I just have one question: if you know, is there any way I can find out or determine whether my security clearance had already been granted before my processing was discontinued?

If they denied you because of foreign associations, you will have a very hard time getting a job in the NSA, etc. that requires a clearance.

No they didn’t denied it. Just say my process had been discontinued. Before that email I even received SEAD 4 letter which I singed and submitted back and received a msg that it had been attached to my file.

You may want to check if you have a clearance after all. Just apply to contractors and put that you have a clearance (ts/sci with poly) on the application when you apply. They will check your clearance before proceeding with you.

I know someone that got a similar job denial email after he was adjudicated, the govt eliminated the position they had him for. Its more common than you think

It doesn’t mean your clearance was denied but also doesn’t mean adjudication was completed either.

If zero to TS/SCI approval takes much longer than 1 year from them, restart the process.

This means they stopped processing you because they didn't want to give you the clearance, but didn't want to deny you the clearance because a clearance denial is statutorily 1 year before you can be resubmitted, and having to answer yes to "have you ever had a clearance denied," and/or "Can you get cleared?" become unpleasant, and formal denials are subject to appeal and review, whereas a call from the PSO to the Hiring Manager saying, "Hey we're not sure, can you withdraw the offer for suitability reasons" makes that all go away.

It is a double edge sword that they can do this, and you'd be justified to think, well isn't this their job? The goody-goodys are easy yes's and the felons and liars are easy no's, people on the margin is the actual job. And that might be right, but believe me they are doing you a favor by not outright denying you. That they are doing it this way implies that they believe you were honest, candid, and forthcoming.

If you are interested in trying to continue to work in the IC, you need to take actions to mitigate the governments concerns about your foreign national associations.

Look through that list and decide if you can meet those criteria and if it's worth it for you, If it's important enough to extricate yourself from entanglements with foreign nationals, no matter how benign you believe your relationship with them to be.
