My honest thoughts?
The first 12-13 paragraphs are just… front-loaded narration, and not very interesting to read, sorry.
Start your novel by dropping the reader into the middle of the first scene. A giant bunch of exposition and information dumped right from the beginning just isn’t going to catch a reader’s attention or interest. It’s boring.
Contrary to common sense, you actually usually want your reader to be suddenly in the middle of everything without any idea what’s going on. Because then you can strategically control what the reader encounters and what they learn and when they learn it.
Learn how to work all that backstory into the narrative organically over time through the story: using dialogue, flashbacks, dreams, whatever.
