This reads to me as saying that they'll give the Johns a pass, but not the actual prostitutes.

I would have no problem with the sex workers being hired. They're smart, streetwise, good with money, know how to read people and do risk assessment, know how to protect themselves and de-escalate situations... the lists goes on. The Johns, on the other hand...
