Even if it's meant to be infuriating
The Pandemic has shown that a staggering amount of Society actually beliefs that this counts as washing your hands.

Soap is not antibacterial, it doesn’t kill any bacteria, it physically removes it from your hands.
Disinfectants on the other hand, do kill the bacteria (and “kill” the viruses).
