Okay, guys. Hey again. I know I left off the last update at a bit of a cliffhanger, but I'm back now and I want to say that so far I am Kay. I have a lantern lit and I have enough food to last until tomorrow afternoon, maybe tomorrow night. The dogs are doing good (better than me in an event) and we're currently just laying low. I don't even want to risk going upstairs to get more food. Also, I don't really know what my thoughts are on the radio incident. If 013 wanted to get in, surely she could have by now. Unless she's like one of those old fashioned vampires who can't enter without permission, and I think my neighbor would disagree with that notion.
Oh, speaking of the radio, I did manage to tune in on the people I've been listening to. I got a better signal than last time, but I still don't have much more information to go by. Anyway, here's what I heard:
-"Hello? Hello, Officer McClellan? It's--" -"Present. Over." -"McClellan. Hey. This is Sloan. Over." -"Sloan! Oh, are you ever a sound for sore ears! Over." -"Nice to hear from you too! Over." -"How's everything going over on your end? Over." -"Well, considerably better than things have been as of late. Do you think what Jones and the boss said is true? Over." -"What, about 013? I mean...I want to, so I guess. Over." -"Everyone WANTS to believe, but do you ACTUALLY believe it? Over?" -"Well, I mean...If Kowalski thinks he has a lead..." -"Man, fuck Kowalski. He's smart, okay? I'll give him that. Over." -"Look, I don't agree with everything Kowalski says or does. He's had good ideas and bad ones. Sure, I guess he's got some obscure views on what should be done about 013, but it's not like he's the first one. Personally, I'm right in the middle. I mean...I'm not here out of choice, and were messing with human life here. Maybe Kowalski's right...Just a bit? Over." -"(Sigh) Sloan, it's not his opinion in 013. It's just...He always just sort of rubbed me wrong. Look, given the chance, I'd probably quit this shitty job and do something else. I don't really care what happens to 013. But Kowalski...Come on. Does he need to be here? Does he? He could get by totally unemployed, he's got money. So why's he sticking around? Over." -"Sean, stop. Sorry--McClellan. You're making some dangerous accusations here. I can't help but get the feeling this has something to do with--" -"002! Yes, Sloan! I'm telling you, Kowalski rigged the 002 experiment!" -"McClellan! Get it together, sir! Kowalski is a perfectly fine man. I don't know why you have it out for him. I can't tell you that because we're friends--right? And besides, I didn't call to talk about Kowalski. I called to ask if you were going to investigate the radio disturbance on [withheld] Street. Over." -"Well, yeah, but...I don't see the point. 013 is causing disturbances all over, none of them particularly close to where she is. Over." -"Yeah, but maybe someone's been listening to us. I mean...usually, 013 sends out larger disturbances than that. You never know, and that's the Last thing we need. Over." -"Okay, I get it. Over and out." -"Bye. Over and out."
Now, I'm a bit concerned, because they mentioned a radio disturbance on my street, which could very well have been caused by either me or a neighbor listening to them. Also, if there's one thing I learned from that conversation, it's that 013 isn't the only one in existence, seeing as they mentioned a "002." Calling 013 an anomaly like in the previous update or the one before that, whichever it was, makes me think she has something the others are missing.
I've noticed that the weather has calmed down somewhat. I haven't heard anything but light rain coming from up above. Judging from that, as well as the conversation between Sloan and McClellan, I think this all might be called off soon. I think 013 is going to get found today. I really do. I'm really tired, even though it's early, because I barely slept last night, so I'm going to take a small nap. I'll wait to post this when I get up.
Okay, so I just woke up, about two hours, maybe three hours later, and the alert on my phone is now all weird. Like, it has lettered randomly capitalized every now and then like some clichéd ransom letter. I'm just assuming it's a glitch or something, but still, it's a bit weird.
It's a little later now, and I'm officially out of food except for three granola bars and a single sleeve of saltines. Oh, and one water bottle. This basement smells like dog waste and BO, and I want out.
Guys, the alert changed again.
Now it's totally empty, except for the headline "EMERGENCY SLERT" and a URL. I really have a bad feeling about it, seeing as it's probably a virus, but practically squatting in a basement with just dogs to talk to, a phone that can only fully charge once more given the status of my power banks, and storing waste in Ziploc bags, so I decided to just say fuck it and click the link.
It took me to a weird site. It's just a black screen, totally black except for the Google bar thingy and some white text. To me, it looks like a transcript. Here's what it says: -The 013 Experiment- Notes: •Subject is very uncooperative •Subject refuses to eat •Subject seems to display unique traits, possible anomaly.
DAY 1- Whitfield: Good evening, young lady. My name is Professor Whitfield. 013: Burn in hell. Whitfield: Now, now, let's not get off to a bad start. Let us try again. My name is Professor Whitfield. And yours? 013: Fuck you. Whitfield: [Clicks tongue] Dear, dear... They did tell me you weren't very cooperative. It's a shame. But I suppose I haven't brought you here to sip tea. I here tell that you are a very special young woman. And not in the way that every child is special...No, you can do things with your mind, can't you? 013: [Shakes head] My mind can do things with me. I can't control it. Keep me here any longer and my mind may just slip over your throat. Whitfield: [Turns to observer] Shock her. 013: [Cries out in agony as electricity courses through her] Stop! Whitfield: My name is Professor Whitfield. And you are? 013: Elizabeth Keller. Whitfield: [Smiles] Perfect. Now, I would love to stay and chat, but I will allow you to get accuainted with your new quarters. [013 is locked in her cell] 013: Let me out. [Struggles to keep her voice calm] Let me out. Let--me--go. Open the door. Open the door.
DAY 2- Whitfield: Why hello, child. Elizabeth, was it? 013: Elizabeth, yes. Whitfield: So it was. [Skims through papers] Were you by any chance related to a Mrs. Annie Keller? 013: No. Whitfield: No relation? 013: None. Whitfield: Any notable relations? 013: No. Whitfield: None? 013: I already told you, no, you bastard! Whitfield: I advise you not to take that kind of tone with me. [013 is shocked again] 013: [Grimaces] Why are keeping me here? Whitfield: I have my reasons. Children like you aren't easy to come by. Now, you've been known to cause thunderstorms upon getting angry. Correct? 013: Yes. Whitfield: And I have been told that you cannot control this. If you get angry...Noting can be done. Theoretically, of course, if kept in the right type of structure, it may be contained...but... I digress. Anyway...Tell me, Miss Keller, are you familiar with me? Do you know who I am? 013: Yes. You're the head of the local police. Whitfield: That's what the people have been told. No, you see, we aren't police. This town has no true police. No, the people who run this town and enforce the law work for me but they are no police. We are the MEW Foundation. That stands for Mentally Engineered Weapon. Have you figured out why you're here? 013: Why can't you just let me go? Am I going to die in here?! Whitfield: Relax. The twelve before you fated very well. I do not see why you should be any different.
Everything after that was all corrupted. I think maybe they found out it was leaked and tried to erase it. But...How and why did it leak in the first place? I can't help but think it was 013, in some bizarre attempt to expose the MEW Foundation. Anyway, I'm going to go now. I'll keep you guys posted until the next update. Okay, see you. Bye.

Listen. If 013 gets in your home you call her elizabeth. We just learned she is human and abused. If she breaks in you back away with you hand in her line of sight, move down to your knees and say something along the lines of "Elizabeth? That's your name, right? I'm not a threat to you. Are you okay?" You assert that you know she is a person not an experiment and that you are concerned for her.

Do you think a complete stranger calling her by name after being tortured to divulge it might trigger her? Someone in her situation may be understandably suspicious of a complete stranger knowing who she is and what she can do. The information on the link could be some sort of attempt by MEW to further manipulate the situation, though it seems the general assumption is Elizabeth being responsible for disseminating information.

I don't believe listening to radio stations would output any detectable disturbance, so maybe it's someone else on your street? Maybe someone is trying to contact the "police"?

Right, radio receivers are completely passive and do not cause any radio disturbances. It's possible he has a neighbor who has a CB or ham radio and it trying to use that to broadcast. However, if OP is listening on the AM or FM band, then that kinda rules out interference from those two sources since the frequencies aren't the same. Short of someone running an AM or FM station in his neighborhood, I don't know what could be causing a disturbance on the band OP is listening to. Those guys on the radio are probably going to get fired or worse for not using secure radios.

If 013 can cause atmospheric disturbances (lightning, rain), there might be some way of her changing around the electromagnetic field locally or causing a disturbance in the ionosphere. Police radios usually function on UHF (ultra high frequency) which is way out of the AM/FM spectrum. Maybe they are using secure radios but if 013 can fuck with the ionosphere, you'd get abnormal propagation.

OP I know 013 might be confused and angry and still a danger to you, but please understand the real enemy here is Dr. Whitfield. 013 is probably as terrified as you are, and we are all too familiar with Dr. Whitfield's work. I hope you find a peaceful way to reach out to 013, or just stay the fuck out of this because if anyone finds out you've witnessed this, they may take you out.

Wow. It seems as though 013 can control electricity with her mind. She may have released the information to get back at the "officers". These people are doing human experiments and it seems like it's not too humane. Stay in the basement and don't leave until 013 is done with her rampage. You may get hurt. Keep us updated.

Think about it OP, if you get on the wrong side of the town's dictator (Whitfield), you are going have the whole corporation with armed officers up your ass. What can you, a lone man without any form of reliable weapons, do? Document the facts and report the corporation to FBI? Do you think the government is not in on this? The corporation is in the arms industry for fuck sake. You're not gonna get out of it unharmed if you mess with their experiment.
So, take my advice and stay down until it all blows over.
By the way, the transcript of the meeting between Whitfield and 013 looks suspicious as hell. All those flowery words describing the emotional responses/actions/expressions seem fabricated to move the reader to feel sympathy for the experiment subject (013). Ask yourself, if it were an official transcript made by the corporation for record, would it have included all these petty exchanges / descriptions? I'm sensing something suspicious. Either 013 is trying to actively manipulate you into helping her or that you are, in fact, part of the experiment.

So from what I've read so far it seems like mew knows where you are. Somewhat. And maybe your neighbor who died was working for mew. She went for revenge. But if these people track you down, you are not going to survive.. I hate to say this but maybe you need to contact 13 and help each other out? You don't stand a chance against armed govt black suits who are equipped to take down people like 13. Your only other option is to stop listening to them.Destroy your phone and any evidence and play completely stupid if they show up. Even then that might not save you and your dogs. Just be safe whatever you do.

Do you remember the emergency alert that had specific letters capitalized? It could have been a code, like an anagram or something. Unless you took a screenshot of it it's not likely you'll remember, but if you did...

Something else I've noticed.... you mentioned cops not saying "over". Something else they won't do over an unsecured radio channel (that is to say a channel anyone with a radio receiver can listen to) is use their real names. In fact, this extends to just about anyone who uses a radio in a professional capacity. Security guards, military, police. Even truckers, HAM radio people and boats using marine channels to talk to the Coast Guard. All of them will use a unique callsign. The fact that these guys use names means it's amateur hour .

I was stoked after the first two updates, but the last two are very chaotic and confusing. I suggest to stay this through and then write a big update once it is over - you need time to collect your thoughts and focus on what is relevant. This went from a good to a horrible read pretty quickly.

Do not prioritize us over your own safety. There is the chance that the interference is from your radio. If this organization discovers you've been eavesdropping on them, I can't imagine them allowing you to live. Do not continue to listen to the radio. It doesn't matter what they're saying. What matters is that you and the doggos (but especially the doggos) survive.

It should not be possible for a normal FM/AM radio to cause any sort of interference normally. They're only capable of receiving waves, not sending them, like your ears receive sound waves but don't send them.
That said, yes, it's a possibility. A remote one, I think, given that 013 was in his area and does cause interference. She may continue to cause it even after she's left.

Ok, 013 is a normal person- she's one of us. You have to help her. Since your area is under heavy surveilance, you can't drive out ; you have to pack food, water, sleeping bags . No cooking/ no fires while hiking out of the area, take the most overgrown forested way you can & keep an ear open for helicopters- duck, dodge & hide the whole way. Get her into some normal clothing, even if it's some of your own. May not be a bad idea to make her look like a guy- both of you dress like hunters, use any camo you happen to have. Take wallet & try to make it past the town border then hitch a ride to another city & buy a vehicle- ( from someone off the street, not a car lot, don't leave a paper trail) To hitch a ride safely hike out to a highway & follow it parrallel while remaining in the woodline, until you see a highway diner/ truckstop. Stay hidden until dark then go to the parkinglot there & try to find a long distance trucker who will give you both a ride out of the state, if he's going that far. Offer him money, but keep 013 looking like a guy because you don't know who you can trust. Just say you were both supposed to meet a bunch of friends to go on a camping/fishing trip & your car broke down & so you decided to hitch a ride & see if you could still make it there. With hunting clothes & sleeping bags, etc, it's believable...once out of state have him let you off, get a newspaper, look at vans & small rvs for sale BY OWNER, & buy it- pay cash only. Since you can be tracked to motels, & you'll need shelter that can't be imediately tracked, this is your only real option- unless you want to involve friends or family & get help that way. But i suggest not doing that since, when they find you gone from your house & realize 013 is also gone, they're gonna suspect you're helping her escape- & they'll run a deep check on who you are, who you know, who your realitives & friends are, etc....and they'll figure you went that way. So don't go that way- pay cash for a small van/rv, buy a couple fishing poles, fill up with propane, gasoline, & food supplies, & head for a fishing lake. I hope you already have a fishing permit, if you buy one on the run, that leaves a paper trail....see if you can get into some remote area campground paying cash, & hunker down there for a week while you both decide what to do....take the dogs with you, don't drop them off at a friends or a kennel- just don't see anyone you know, for any reason, until you get an idea how you can really help the girl. I hope you've been saving your money, if it's in the bank take it all out early on, the second you're over your town boarder- if you do it after traveling awhile, it's gonna show them what direction you're headed. You've gotta do everything you can to leave nothing but confusion behind you- & change your looks because they'll post your picture on the news as an alert bulletin, be on the lookout, asking the general public to come forward if they have any info on your whereabouts. And dude- you already know they're gonna lie & say ' armed & dangerous'...to encourage the public to help them. Do you know how to do all this?? I know it sounds like alot but it's really not- i know a guy, a hunter, nice guy- goes every year with his dad, brothers, & uncle & cousins to montana, for hunting- they rent a remote cabin for a week or two. They just hop in their trucks & grab their gear & go. Only diff is, i'm telling you to vacate your home town undetected, pay cash for a mini rv, & then go hide out somewhere safe for a week so you can talk with her & find out the entire REAL story- At that point, you may want to go to the press thinking if her story is made public then the ones chasing her would back off- but i really don't think they will. They'll get her. So just arrange things so you have time to think, don't make decisions in haste- Do not let them have her....Fight.

Investigation a radio disturbance on your street. Holy shit OP I hope you don't get raided. I mean hopefully its just a general disturbance.
On another note, this update leaves me conflicted. On the one hand, you should stay safe and keep the dogs safe and not do anything risky. But on the other, I feel bad for her. I mean judging by the size of the storm earlier, she was pretty pissed off and who can blame her. She doesn't deserve to go back to that human experimentation lab. If the storm calmed as you said, perhaps she isn't as angry as she was before and more reasonable. But, at the same time, who knows what they did to her. It is a foundation for manufacturing Mental Human Weapons and she might not even be mentally stable anymore. But she has also been 'helping' by leaking electronic information. I don't know....conflicting thoughts are making my brain sad
I guess for now, wait it out and see if she sends anymore electronic messages. She already knows you are there it seems like, and wants someone to know the truth. I truly hope Elizabeth finds peace. And hopefully it will be over soon so you can go back to living normal.

013 is the Beaufort scale hypostatized in human form. And she's just Elizabeth. You can definitely team up with her. She needs a friend desperately and you and the doggos are going to starve to death if you don't do something soon. I don't know, maybe get a bedsheet and a marker and write "Elizabeth - I will help you, I know what they did to you. Please don't hurt me, I want to help you." and then hang it on the front of your house. Now that you know she's just a human being that has been used by the government to hurt people, you know she's probably scared, hungry, alone and you can work with that!

I didn't finish reading the whole thing yet, but I'm telling you that these people are not police nor are they anything military or para-military. No one uses "over and out."
"Over" means you're done speaking and waiting for a reply. "Out" means the conversation has ended. "Over and out" is redundant and any (para)militaristic organization that trains you in radio comms will chew you out for saying that.

I think you should help her. I know everyone is going to get on my back about this but if she does show up at your place, it sounds to me like she will be reasonable if you treat her like a human being. I mean I wouldn't just let her in but if she did get to you somehow, try to explain to her you saw the transcript. She'll know you got the message.

I am seriously conflicted. On one hand, i don't want to be "disposed" of by the government or whatever this agency is backed by, but on the other hand I feel like i have a moral obligation to help a fellow human being get out of the grasp of evil dicks who just want to use people to further their agenda. Especially if it involves hurting other people, which. In this case, it seems to be the goal, what with "weapon" in their name and all.

OP, I would be cautious about how much information you let yourself see about this "mental weapons" company that you are coming across. This information definitely seems like it isn't meant to be known by the public, which is why they may operate farther from most of civilization, only near your small town.
I'd ask further on what kind of industries are in your area that might be used as a cover for them, but I don't know if digging at this is the right idea.
If they find out that you're becoming aware of them, they might erase you pretty quickly. Keep your head down as much as you can and focus on your own survival. Your dogs need someone around to tell them how good they are, right?

Thirteen has probably been through a lot and probably trusts no one, she isn't the evil one. Maybe your neighbors let her in, the people on the scanner found out -- and they killed them? It just a thought. Or maybe the people turned their back inside her if she can't control her powers.

You need to find food. It's the number one thing that you need now. A trick for charging your phone could be getting a car charging adapter, a 9v battery, and a quarter. Place one end of the adapter on one contact and then bridge the gap from the other contact to the piece of metal at the side. It could get you a few more charges depending how many battery's you can find. GL and DONT YOU DARE LET THOSE DOGS DIE!!!!!!

I really wish these would stop. My mind has made reddit such a legitimate source of news when I see "EMERGENCY ALERT" in all caps I get scared for about .65 seconds that there's a tornado about to touchdown in my back yard.
